Process support of development phase
The Institute for Conflict Management was commissioned by the Department of Urban Development, Construction, Environmental Protection and Culture of the City of Frankfurt (Oder) to provide selective support for the process of developing the 2016-2020 cultural development plan. The focus was on the cultural policy dialogue with cultural professionals and the city's cultural institutions. The cultural development plan 2016-2020 was to be (well) prepared in such a way that it would provide the relevant political players with a valuable information base for their decisions and be supported by them as broadly as possible.
In several phases, the IKM employees moderated the communication process between the cultural professionals of the city of Frankfurt (Oder), institutional and independent organisations and the representatives of the Department of Culture. In a first face-to-face event in June 2015, an inventory of the last cultural development plan 2011-2015 was taken, visions and development plans were communicated and an exchange on overarching collaborations was encouraged. Existing cultural policy objectives were to be explicitly scrutinised.
On this basis, the department drew up a proposal for the 2016-2020 cultural development plan based on the criteria of the cultural policy objectives. In a second phase, this plan was presented to the cultural professionals and cultural institutions with the involvement of the IKM and they were asked for their opinion on it. In a third phase, the resulting development plan was then decided on and adopted by the political bodies.
